THE death of a newborn baby from a heart attack has prompted a report criticising health workers and council staff - for the second time in two years.
The review, by the Sefton Local Safeguarding Children Board (LSCB), said the family of the 13-day-old, who were regularly exposed to drunken beatings, were failed by authorities who "missed opportunities" to help.See the full content of this document
