IN THE lead up to Wednesday's announcement on public expenditure cuts the Government claimed there was no plan B. It is in all our interests that there is a plan B. There were two big risks inherent in any strategy of trying to bring into order our chaotic public accounts.

The first is that the markets would judge the efforts as being so feeble that they would lend only at punishingly high interest rates.
