LAYING out his second-term agenda, President George Bush pledged to confront governments that promote terror and pursue weapons of mass destruction.

In his State of the Union address, he also hailed elections in Iraq as proof of democracy's march and promised to push forward for Middle East peace, including an offer of pounds 185.7m aid to Palestinians.
