A FLAGSHIP college today unveiled scaled-down refurbishment plans - just 21 days after the government pulled the plug on a pounds 40m dream rebuild.

King George V College in Southport has drawn up an ambitious pounds 14m first phase "Plan B" and will now demand help from the same Whitehall bureaucrats who refused them before.
